Korean Human Rights Calls for Continued Efforts to Highlight Human Rights Abuses and Advance Accountability News February 8, 2024 Julie Turner, the U.S. Special Envoy for North Korean Human Rights, emphasized on February 7th (local time) that “we remain committed to shining a spotlight on human rights abuses and violations, promoting accountability for those responsible for them, increasing access to information inside the DPRK, and supporting civil society efforts.”Speaking in a video released by the Committee for Human Rights in North Korea (HRNK) to commemorate the 10th anniversary of the publication of the UN Commission of Inquiry (COI) report on North Korean human rights, Turner stated that “promoting respect for human rights and human dignity the DPRK remains a top priority for the United States government.” The UN Human Rights Council created a commission of inquiry in March 2013 to investigate human rights issues in North Korea. On February 7th the following year, the COI published a report that detailed widespread and systematic human rights abuses in North Korea. It received significant attention, as it marked the first effort by the international community to comprehensively assess the human rights situation in North Korea. Special Envoy Turner also explained, “the report concluded that systemic, widespread and gross human rights violations have been and are being committed by the Democratic People’s Republic of Korea, its institutions and officials. In many instances, the violations of human rights found by the commission constitute crimes against humanity.” She further stated, “[This report] became the gold standard for commissions of inquiry and further solidified the international consensus that the human rights situation in the DPRK was and remains among the worst in the world.” “Today, 10 years later,” Turner added, “I urge the international community to reflect on those recommendations and to consider what more can be done to carry them forward. In particular, we call on the DPRK to initiate a reform process to implement the recommendations of the 2014 UN COI report and to respect human rights.” Additionally, she reiterated “the COI’s recommendation to the People’s Republic of China…to respect the principle of non-refoulement and to abstain from forcibly repatriating any persons to the DPRK, unless treatment there, verified by international monitors, markedly improves.” Turner also noted that “the DPRK will undergo its Universal Periodic Review this year, which offers an additional opportunity for the international community to make concrete recommendations to improve for human rights.” Translated by Ashley Park, HRNK Research Intern; edited by Raymond Ha, HRNK Director of Operations and Research |

[워싱턴=뉴시스] 이윤희 특파원 = 줄리 터너 미국 국무부 북한인권특사는 유엔 북한인권조사위원회(COI) 북한인권보고서 발간 10주년 맞은 7일(현지시간) “인권 남용과 침해를 집중 조명하고, 책임자에게 책임을 묻도록 촉구하며, 북한 내부 정보 접근성을 높이고 시민사회 노력을 지원하는 노력을 계속하겠다”고 강조했다.
터너 특사는 이날 북한인권위원회(HRNK)가 북한인권보고서 발간 10주년을 기념해 공개한 영상에서 “북한 내 인권 및 인간 존엄성에 대한 존중을 증진하는 것은 미국 정부의 최우선 과제로 남아있다”며 이같이 밝혔다.
유엔인권위원회는 2013년 3월 북한 인권문제를 조사하기 위해 한시적인 COI를 출범했다. COI는 이듬해 2월7일 북한의 광범위하고 조직적인 인권침해 상황을 담은 보고서를 발간했다. 국제사회 차원에서는 처음으로 북한 인권 문제를 정리한 것이라 큰 주목을 받았다.
터너 특사는 “보고서는 북한 기관과 관리들에 의해 조직적이고 광범위하며 심각한 인권침해가 있었고, 현재도 자행되고 있다고 결론냈다”며 “위원회가 발견한 인권침해는 많은 경우가 반인도적 범죄에 해당했다”고 설명했다.
그러면서 “이 보고서는 조사위원회의 표준이 되는 동시에 북한 인권 상황이 세계 최악으로 남아있다는 국제적 공감대를 더욱 공고히했다”고 평가했다.
터너 특사는 “10년이 흐른 현재, 국제사회가 보고서의 권고사항을 되돌아보고, 더 무엇을 할 수 있을지 고민할 것을 촉구한다”며 “특히 북한은 인권보고서 권고를 이행하고 인권을 존중할 수 있는 인권 개혁 과정을 시작할 것을 촉구한다”고 말했다.
아울러 중국을 겨냥해 북한 내 처우가 현저히 개선되지 않은 것으로 보이는 상황에서 탈북민들의 강제북송이 이뤄져서는 안 된다고 지적했다.
터너 특사는 “북한은 올해 (유엔인권이사회의) 정례인권검토를 받게될 예정이며, 이는 국제사회가 인권 존중 개선을 위한 구체적인 권고에 나설 수 있는 추가적인 기회를 제공한다”고 전했다.
